BRICS is not a divisive organisation but one that works in the interest of humanity, says PM Modi
The BRICS group of nations must raise its voice for the reform of global institutions, Prime Minister Narendra Modi said on Wednesday (October 23, 2024), even as he described the organisation as one which was willing to evolve with time.
Addressing the Closed Plenary of the 16th BRICS Summit in Kazan, Russia, Prime Minister Modi said BRICS members must raise their voice for reforms of global institutions collectively and in a united manner.
“We must move forward in a time bound manner on reforms in global institutions such as the UN Security Council, multilateral development banks, and the WTO,” he said during his remarks at the summit, which has ‘Strengthening Multilateralism for Just Global Development and Security’ as its theme.
Prime Minister Modi, however, cautioned against giving the impression that BRICS was trying to replace existing global bodies. “As we take our efforts forward in BRICS, we must be careful to ensure that this organisation does not acquire the image of one that is trying to replace global instutions, instead of being perceived as one that wishes to reform them,” he stated.
The Kazan BRICS Summit is the first after five new members - Ethiopia, Egypt, Iran, Saudi Arabia and the United Arab Emirates - were admitted to the group of major emerging economies comprising Brazil, Russia, India, China, and South Africa.
‘No Place for Double Standards on Terrorism’
Prime Minister Modi called for firm steps to deal with terrorism. “In order to counter terrorism and terror financing, we need the single minded, firm support of all. There is no place for double standards on this serious matter. We need to take active steps to stop radicalization of youth in our countries,” he stated.
Prime Minister Modi also asked all BRICS nations to work together on the long pending matter in the UN of the Comprehensive Convention on International Terrorism. “In the same way, we need to work on global regulations for cyber security and for safe and secure AI,” he added.
‘BRICS can Play a Positive Role in Dealing With Challenges’
Pointing out that the world was facing pressing challenges like wars, economic uncertainty, climate change and terrorism, Prime Minister Modi stated that preventing inflation, ensuring food security, energy security, health security, and water security were matters of priority for all countries in the world. At the same time, in this era of technology, new challenges have emerged such as cyber deepfake, disinformation, he added.
“At such a time, there are high expectations of BRICS. I believe that as a diverse and inclusive platform, BRICS can play a positive role in all areas,” Prime Minister Modi remarked.
Arguing in a favour of a “people-centric” approach by BRICS, Prime Minister Modi made the following points:
1. We have to give the world the message that BRICS is not a divisive organisation but one that works in the interest of humanity.
2. We support dialogue and diplomacy, not war.
3. Just as we were able to overcome a challenge like Covid-19 together, we are certainly able to create new opportunities to ensure a secure, strong and prosperous future for future generations.
BRICS a Source of Inspiration for the World
The BRICS grouping, created by the confluence of different viewpoints and ideologies, is a source of inspiration for the world,fostering positive cooperation, Prime Minister Modi pointed out.
“Our diversity, respect for each other and our tradition of moving forward on the basis of consensus, are the basis for our cooperation.This quality of ours, and our BRICS spirit, are attracting other countries as well to this forum. I am confident that in the times to come we will together make this unique platform a model for dialogue, cooperation and coordination,” he noted.
Pointing out that India was ready to welcome new countries into BRICS as Partner Countries, Prime Minister Modi said all the decisions in this regard should be taken by consensus. “The views of BRICS founding members should be respected. The Guiding principles, standards, criteria and procedures adopted during the Johannesburg Summit, should be complied with by all members and partner countries,” he stated.
Growth of BRICS Over the Years
The leaders of Brazil, Russia, India, and China met for the first time in St. Petersburg, Russia, on the margins of the G8 Outreach Summit in July 2006. In September 2006, the group was formalised as BRIC during the 1st BRIC Foreign Ministers’ Meeting, which met on the sidelines of the General Debate of the UN Assembly in New York City.
The 1st BRIC summit was held in Yekaterinburg, Russia on June 16, 2009. Thereafter, the BRIC group was renamed as BRICS (Brazil, Russia, India, China, South Africa) after South Africa was accepted as a full member at the BRIC Foreign Ministers’ meeting in New York in September 2010. South Africa attended the 3rd BRICS Summit in Sanya, China on April 14, 2011.
