The Third India-Vietnam Security Dialogue held in Hanoi, Vietnam on Thursday (December 5, 2024) aimed to bolster strategic cooperation between the two nations in the ever-evolving global security landscape.
The security dialogue is a cornerstone of the India-Vietnam Comprehensive Strategic Partnership, which underscores the nations' shared commitment to regional stability and security. During the meeting, both sides exchanged views on pressing global and regional security issues, with a particular focus on combating terrorism, organized crime, and cybercrime. Discussions also addressed the implementation of the Action Plan for the partnership, which serves as a roadmap for collaborative initiatives.
The meeting was co-chaired by Pavan Kapoor, Deputy National Security Adviser of India, and Lt. Gen. Pham The Tung, Deputy Minister of Public Security of Vietnam.

The biennial security dialogue stems from a Memorandum of Understanding (MoU) signed in 2016 between India’s National Security Council Secretariat and Vietnam’s Ministry of Public Security. Over the years, it has become a key platform for addressing mutual security concerns and fostering a deeper understanding of shared challenges. The fourth iteration of the dialogue is scheduled to be held in India.

This aspiration is supported by India’s focus on expanding investments in high technology, artificial intelligence and renewable energy – areas that align with Vietnam’s developmental priorities.
Despite the promising growth, economic cooperation between India and Vietnam has yet to reach its full potential. Both governments have identified key steps to overcome these challenges, such as:

Elevated to a Strategic Partnership in 2007 and later a Comprehensive Strategic Partnership, the relationship continues to evolve, reflecting both nations' aspirations for a peaceful and prosperous Indo-Pacific region.
Their collaboration extends beyond bilateral interests, playing a significant role in shaping regional dynamics. Both nations are active members of multilateral platforms such as ASEAN and the Indo-Pacific Economic Framework, emphasizing the importance of a rules-based international order.
The Third India-Vietnam Security Dialogue reaffirmed the strategic alignment between two nations striving for security and economic stability in a complex global environment.
