The fourth edition of the India-Malaysia Joint Military Exercise, Harimau Shakti 2024, officially commenced at Bentong Camp in the Pahang district of Malaysia on Monday (December 2, 2024). This annual exercise, held alternately in India and Malaysia, will run until December 15, focusing on enhancing joint military capabilities for counter-insurgency operations in challenging jungle terrain.

A Collaborative Training Initiative
This year’s exercise brings together 78 personnel from the Mahar Regiment of the Indian Army and 123 personnel from the Royal Malaysian Regiment. The joint training fosters a deeper understanding of counter-insurgency operations under Chapter VII of the United Nations Mandate.

The previous edition of Harimau Shakti was held in November 2023 at Umroi Cantonment in Meghalaya, India.

Key Objectives of Harimau Shakti
The primary objective of Harimau Shakti 2024 is to enhance interoperability between the two armies and improve their ability to execute counter-insurgency operations in dense jungle terrain. The exercise is structured into two distinct phases:

1. Cross-Training Phase: This phase focuses on knowledge-sharing through lectures, demonstrations, and practical drills specific to jungle warfare. Both contingents will engage in joint practices, learning each other’s operational techniques and procedures to address challenges in jungle environments.

2. Simulated Joint Exercise Phase: In this final phase, troops will participate in a simulated operation, executing complex drills such as:

  • Anti-MT ambush operations
  • Harbour occupation
  • Reconnaissance patrols
  • Ambush tactics
  • Attacks on terrorist-controlled areas

The training provides both armies with a platform to exchange best practices in tactics, techniques, and procedures for conducting joint military operations.

The emphasis on counter-insurgency aligns with broader regional security objectives, especially in areas prone to unconventional warfare and terrorist activities. By honing their jungle warfare skills, the participating armies ensure they are better equipped to operate under the United Nations peacekeeping framework, promoting peace and stability in conflict-prone regions.

Military officials from both nations have lauded Hariamu Shakti 2024 for its role in building trust and operational synergy. A senior Indian Army official stated, “This exercise exemplifies our shared commitment to fostering a secure and stable region. The jungle terrain poses unique challenges, and this joint effort helps both forces refine their techniques and strengthen their resolve.”

Similarly, a Malaysian Army representative emphasized the significance of such collaborations: “Harimau Shakti reflects the enduring friendship between our countries. By learning from each other, we enhance not only our military capabilities but also our bilateral relationship.”

The choice of the Pahang district for this year’s exercise underscores the strategic importance of Malaysia’s jungle terrain, which demands specialized training. For India, the Mahar Regiment brings its extensive experience in counter-insurgency operations, while the Royal Malaysian Regiment contributes its deep understanding of local conditions and operational tactics.
