India and Germany are celebrating 50 years of Science and Technology collaboration this year
German Chancellor Olaf Scholz will pay an official visit to India from October 24-26, 2024 for the 7th Intergovernmental Consultations (IGC), the Ministry of External Affairs (MEA) said on Monday (October 22, 2024). The visit takes place as India and Germany mark 25 years of their Strategic Partnership. 

This will be Chancellor Scholz's third visit to India in two years. He visited India twice last year, for a bilateral State Visit in February 2023 and to attend the G20 Leaders’ Summit in September 2023.

According to information shared by the MEA, Prime Minister Modi and Chancellor Scholz will co-chair the 7th Intergovernmental Consultations on October 25, 2024. Chancellor Scholz will be accompanied by senior Ministers in his cabinet for the IGC consultations. 

The IGC is a whole-of-government framework under which Ministers from both sides hold discussions in their respective areas of responsibility and report on the outcome of their deliberations to the Prime Minister and Chancellor.

The leaders will hold bilateral talks to discuss enhanced security and defence cooperation, greater opportunities for mobility of talent, deeper economic cooperation, Green and Sustainable Development Partnership and collaboration in the area of emerging and strategic technologies. Discussions will also focus on important regional and global developments, the MEA said. 

Additionally, President Scholz and Prime Minister Modi will address the 18th Asia Pacific Conference of German Business (APK 2024) being held in New Delhi on 25 October. The APK, a biennial event for business leaders, executives, and political representatives from Germany and the countries in the Indo-Pacific, is expected to give a further fillip to trade and investment ties between our two countries. About 650 top business leaders and CEOs from Germany, India, and other countries are expected to participate in the event.

From New Delhi, Chancellor Scholz will travel to Goa, where the German naval frigate "Baden-Wuerttemberg” and combat support ship "Frankfurt am Main” will make a scheduled port call as part of Germany’s Indo-Pacific deployment.

Highlighting the significance of the visit, the MEA pointed out that India and Germany have a Strategic Partnership since 2000. “Over the years, this partnership has deepened and diversified across various sectors. The two countries are celebrating 50 years of Science and Technology collaboration this year. As we enter the 25th year of strategic partnership, the visit of Chancellor Scholz will pave the way for further strengthening of our bilateral ties,” the MEA stated.

The past few years have seen a series of high-level discussions aimed at strengthening the India-Germany partnership . 

Earlier this year, Prime Minister Modi and German Chancellor Scholz met on the sidelines of the G7 Summit in Rome on June 15, 2024. They used the opportunity to review progress in their bilateral Strategic Partnership, while discussing ways to deepen cooperation in areas like defence, green and sustainable development, critical minerals, mobility of skilled personnel and education, the MEA stated.

Their meeting was followed by the India-Germany Foreign Office Consultations (FOC) in New Delhi on July 15, 2024 which was co-chaired by Indian Foreign Secretary Vikram Misri and State Secretary of German Foreign Office Thomas Bagger. During the talks, both sides undertook a comprehensive review of the entire gamut of India-Germany bilateral relations encompassing key areas of bilateral cooperation including trade, investment, science and technology, defence, development cooperation and academic and people-to-people exchanges. 
 
They agreed to further deepen and diversify bilateral ties in key areas of contemporary relevance such as emerging technologies, digital platforms, renewable energy, green economy and extending development cooperation to third countries, the MEA said.

Last year, meeting in New Delhi in February 2023, Prime Minister Modi and visiting Chancellor Scholz agreed to work towards a roadmap for innovation and technology with a view to using scientific and technological knowledge for the economic development of both countries as well as to address global challenges.

According to the vision document on enhancing cooperation in technology and innovation, India and Germany decided to introduce and develop further the following elements:
 
1. Energy partnership and clean technologies, including green hydrogen.
2. Strengthen the framework and ecosystem for Indo-German business relations to thrive.
3. Digital technologies, including fintech.
4. Artificial Intelligence (AI).
5. 5G/6G.
