The relationship between India and Vietnam was upgraded to a Comprehensive Strategic Partnership in 2016
Indian Prime Minister Narendra Modi and Vietnamese Prime Minister Pham Ming Ching, who met in New Delhi on Thursday (August 1, 2024), have decided to give a further impetus to the Comprehensive Strategic Partnership between the two nations by adopting a new Plan of Action in areas like defence and security, digital payment connectivity, and green energy.
 
In his press statement after the meeting, Prime Minister Modi also pointed to the convergence in views about the Indo-Pacific, emphasising that India and Vietnam supported evolution, not expansionism.
 
New Plan of Action

“Looking at the achievements of the last decade, in our discussions today we extensively discussed all areas of mutual cooperation and took several steps toward charting a future path,” he said.
 
“We believe that 'Developed India 2047' and Vietnam's 'Vision 2045' have accelerated development in both countries. This is opening up many new areas of mutual cooperation. And therefore, to further strengthen our Comprehensive Strategic Partnership, today we have adopted a new Plan of Action,” he stated as he listed the following:
 
1. New steps have been taken for cooperation in defence and security. The Army Software Park built in 'Naya Chang' was inaugurated today. The agreed USD300 million credit line will strengthen Vietnam's maritime security.
 
2. Cooperation will be strengthened on the issues of terrorism and cyber security.
 
3. Both sides agree that the review of the ASEAN-India Trade in Goods Agreement should be concluded as early as possible to realise the mutual trade potential.
 
4. An agreement has been reached between central banks of India and Vietnam for digital payment connectivity.
 
5. The two sides have decided to focus on the areas of green economy and new emerging technologies.
 
6. Each other's capabilities in energy and port development will be harnessed for mutual benefit.
 
7. Work will also be done towards connecting the Private Sector, Small and Medium Enterprises and Start-ups of both the countries.
 
Describing Vietnam as an important partner in India's Act East policy and Indo-Pacific vision, Prime Minister Modi pointed out that there was a "good agreement" between their views about the Indo-Pacific. "We support evolution, not expansionism," he remarked, adding that the two countries would continue their cooperation for a free, open, rules-based and prosperous Indo-Pacific.
 
Referring to the progress made under the India-Vietnam Comprehensive Strategic Partnership, Prime Minister Modi noted that bilateral trade had increased by more than 85 percent while mutual cooperation had expanded in energy, technology, and development partnership. At the same time, mutual cooperation in defence and security areas had gained new momentum, he said.
 
Over the past decade, connectivity had increased with more than 50 direct flights and tourism had shown a continuous increase, Prime Minister Modi pointed out, adding that the work of restoration of ancient temples in 'Mi Son' had been successfully completed.
 
Regular High-level Interactions

This was the fifth meeting between the two Prime Ministers in the last few years.
 
They met thrice in 2023 - on the sidelines of the COP28 Summit in Dubai in December, on the sidelines of the 20th ASEAN-India Summit in Jakarta, Indonesia in September, and during the G7 Summit in Hiroshima, Japan in May. They also met on the sidelines of the COP26 Summit in Glasgow, Ireland in November 2021.
 
India and Vietnam share historical linkages and existing relations are strong and multifaceted, encompassing diverse sectors ranging from economy to defence.
 
The relationship between India and Vietnam was upgraded from a Strategic Partnership to a Comprehensive Strategic Partnership during Prime Minister Modi's visit to Vietnam in September 2016. In December 2020, Prime Minister Modi and the then Vietnamese PM Nguyen Xuan Phuc co-chaired a virtual summit and came out with the India-Vietnam Joint Vision for Peace, Prosperity and People.
