The brainstorming session is being held in the spirit of cooperative federalism

Prime Minister Narendra Modi will address state Home Ministers during a Chitan Shivir (brainstorm session) on Friday as part of an initiative to offer a national perspective to policy creation on issues linked to internal security.

He will address the gathering via video conferencing, the Prime Minister's Office (PMO) said on Wednesday, adding that the Chitan Shivir will take place at Surajkund, Haryana on October 27 and 28.

The PMO press release said that the Home Secretaries and Director Generals of Police (DGPs) from different states, Director Generals of Central Armed Police Forces (CAPFs), and Director Generals of Central Police Organizations (CPOs) will all join the Chintan Shivir.

Speaking about the objective of the Chintan Shivir of Home Ministers, the PMO statement said that it is an initiative to offer a national perspective to policy creation on issues linked to internal security, in accordance with the "Panch Pran" (five pledges) outlined by Prime Minister Modi in his Independence Day speech.

The five pledges that PM Modi made in this year's Independence Day speech were to work for a developed India by 2047, to eradicate any evidence of servitude, to foster pride in India's history, to maintain unity, and to carry out one's duties.

The PMO emphasized that the Shivir would increase planning and coordination amongst many stakeholders at the center and state levels in "the spirit of cooperative federalism."

During the Shivir, participants will discuss topics including modernizing police forces, managing cybercrime, increasing the use of IT in the criminal justice system, managing land borders, coastal security, women's safety, and drug trafficking, among others.
